ABOUT THE ORGANIZATION
Truckee Meadows Water Authority (TMWA) is a not-for-profit, community-owned water utility, overseen by elected officials and citizen appointees from Reno, Sparks and Washoe County. TMWA has a highly skilled workforce who ensure the around-the-clock treatment, delivery and availability of high-quality drinking water for more than 400,000 residents of the Truckee Meadows.

We are looking to hire Exceptional Quality Reclaimed Water Program Administrator to join our Natural Resources department.

ABOUT THE POSITION

The Exceptional Quality Reclaimed Water (EQRW) Program Administrator initiates, manages and directs analyses and programs that strive to establish the feasibility and viability of EQRW resources for the Truckee Meadows region. The incumbent performs professional engineering work associated with the planning and operation of advanced water treatment facilities and is recognized as having the experience, certifications and responsibility for making technical decisions. The Program Administrator has influence on the overall outcome of projects and tasks; plans for and manages the development and implementation of pilot studies and demonstration projects, which may eventually include full scale facilities. The incumbent will manage EQRW groundwater augmentation and recharge programs in conjunction with treatment, operations, hydrogeology and engineering; Ensures implementation and compliance with federal, state, and local regulatory requirements for EQRW and groundwater resources; represents utility in local, regional and state water-related meetings, committees or technical bodies.

ESSENTIAL FUNCTIONS

 

  • Manages EQRW demonstration project plans and recharge programs in conjunction with Treatment, Operations, Hydrogeology, Water Rights, Engineering and Communications.

  • Using independent judgment and initiative, directs, performs or coordinates complex technical studies for EQRW planning and demonstration projects.

  • Manages and oversees the preparation for and operation of pilot demonstration projects,

  • Ensures filing of reports and compliance with all applicable federal, state, county, and local statutes, regulations, ordinances, and policies pertinent to the duties and responsibilities of this position.

  • Performs or directs hydrogeologic studies of specific EQRW water resource related issues and projects including data collection, development and maintenance of groundwater models.

  • Participates in the organization and development of public outreach and helps produce educational material.

  • Prepares sections of formal water resource plan(s) and facilities plan(s) related to advanced treatment of reclaimed water and groundwater augmentation.

  • Represents utility interests at various community and government planning groups.

MINIMUM REQUIREMENTS

Experience

Two to five years of experience in water resources field performing and/or managing EQRW related projects.

Treatment process operational experience is desired.

Industry recognition as evidenced by technical publications and presentations is desired.

Other combinations of education/experience may be considered.

Education & Training

Post secondary education including but not limited to master’s degree in civil or environmental engineering, hydrogeology, or a related field with 2 to 5 years’ experience in the technical and social considerations of advanced treatment of reclaimed water.

Must have working-level knowledge of the English language, including reading, writing and speaking English.

Conditions of Continued Employment

A Civil, Environmental or Mechanical Professional Engineering license is required. Must obtain State of Nevada Civil, Environmental or Mechanical Professional Engineering registration within six months of employment.

A valid driver’s license and the ability to meet TMWA Department of Motor Vehicle report criteria.

State of Nevada Grade II Water Distribution Operator certification is required and must be obtained within a predetermined period of time.

Knowledge of:

  • EQRW regulatory requirements
  • Groundwater hydrology and hydrogeology
  • Water and wastewater treatment processes, water quality
  • Data collection techniques, database construction, database analysis 
  • Environmental regulations, statutes and permitting processes
  • Ordinances and policies

Skill/Ability to:

  • Manage projects
  • Perform technical evaluation methods
  • Direct and/or perform mathematics/computer modeling techniques
  • Prepare and deliver both oral and written presentations
  • Supervise, coordinate, elicit and review the work of engineers, analysts and other disciplines in organization
  • Represent utility policy, goals and values
  • Be punctual regarding work hours established by TMWA
  • Be mentally and physically alert during working hours
