Description

Truckee Meadows Water Authority (TMWA) is a not-for-profit, community-owned water utility, overseen by elected officials and citizen appointees from Reno, Sparks and Washoe County. TMWA has a highly skilled workforce who ensure the around-the-clock treatment, delivery and availability of high-quality drinking water for more than 400,000 residents of the Truckee Meadows.

We are looking to hire a GIS Analyst to join our Business Information Systems team.

About the Position

Under general supervision the GIS Analyst perform highly complex professional GIS assignments in developing, enhancing, and maintaining GIS and CMMS (Computer Maintenance Management System) applications, tools and utilities to support departmental planning and decision-making needs, operational productivity goals and customer service requirements.

ESSENTIAL FUNCTIONS

 

  • Configures, tests, implements, and supports agency GIS and CMMS
  • Plans, oversees, and controls GIS data collection activities.
  • Develops logic and writes complex programs, using applicable programming languages, to geoprocess, manipulate, and analyze spatial datasets.
  • Plan, organize and develop complex relational database projects efficiently to meet user needs.
  • Analyzes, develops, implements, and maintains processes for enhancing the utilization of GIS/CMMS technologies to support engineering, research, facilities management, water transmission and distribution, conservation and other business and customer service functions.
  • Designs, develops, tests, installs, enhances, and maintains GIS and CMMS applications, scripts, tools and utilities to deliver products and services consistent with the Truckee Meadows Water Authority GIS strategic plan.
  • Perform quality control and assurance testing on applications and data.

· Ensures the accuracy and reliability of GIS products and services in accordance with established standards.

  • Writes standard operating procedures and system configuration documentation.
  • Identifies system/network shortcomings and proposes solutions to resolve issues.
  • Recommends new hardware and software required to support system enhancements.
  • Develops and presents support for new enhancement requests, including evaluation of alternatives and cost benefit analyses.
  • Provide GIS and CMMS training and support for agency staff.
  • Perform related duties and responsibilities as required.

MINIMUM REQUIREMENTS

Experience*

  • At least three to five years professional experience in GIS and computerized databases.

Certifications/Licensure

  • A valid driver’s license and the ability to meet TMWA Department of Motor Vehicle report criteria

KNOWLEDGE, SKILLS, AND ABILITIES:

  • Geographic information system concepts, principles, development tools and analytical techniques, including computerized mapping and attribute-data conversion, manipulation, and analysis
  • Principles, practices and methods of GIS design and administration
  • Understanding the nature and functionality of GIS/GPS technologies as applied to water utility operations
  • Understanding the nature and functionality of GIS-centric CMMS technologies as applied to water utility operations
  • Conducts Global Positioning System (GPS) surveying and data post-processing for GIS database development
  • Principles, practices and techniques of mapping and computer-aided design and drafting
  • Civil engineering design concepts, methods and terminology applicable to the display of spatial relationships of facility data
  • Advanced analytical techniques using computer science and GIS technology
  • Basic principles and practices of systems and network administration
  • Drafting/mapping peripheral equipment operations

· Methods and techniques of project management

· Systems analysis methods and techniques applicable to GIS applications development

  • Global positioning system concepts, principles, equipment and analytical techniques, including RTK data collection and attribute-data capture, GPS measurement manipulation and analysis and principles, practices and methods of field GPS data collection.
  • Truckee Meadows Water Authority standards for water system design and construction.
  • Pertinent federal, state and local laws, codes and regulations.
  • Identify information management issues and opportunities, analyze problems and alternatives and develop sound conclusions and recommendations

· Assess GIS and CMMS user needs

  • Set priorities and carry out assigned projects to most effectively meet needs in a timely manner
  • Use AutoCAD, ArcGIS, ArcSDE, FME, Oracle or equivalent software as required in carrying out GIS development and data conversion assignments
  • Communicate clearly and effectively, orally and in writing; prepare clear, concise and accurate documentation, project reports and other written materials
  • Exercise sound independent judgment within established guidelines
  • Establish and maintain effective working relationships with those contacted in the course of work
  • Determine and develop alternative applications for new and existing technology.
  • Respond to requests and inquiries from the general public.

· Be punctual regarding work hours established by TMWA.

· Be mentally and physically alert during working hours.
