The Truckee Meadows Water Authority (TMWA) is a not-for-profit, community-owned water utility. We are overseen by elected officials and citizen appointees from Reno, Sparks and Washoe County. TMWA's highly skilled workforce ensures the around-the-clock treatment, delivery and availability of high-quality drinking water for more than 475,000 residents of the Truckee Meadows.

ABOUT THE POSITION

We are hiring a Systems Analyst to join our Technology Department. This is a hands-on role that offers the chance to work on highly technical systems and be part of a skilled team providing an essential service. This position is ideal for individuals with technical drive and learning ambitions.

The Systems Analyst role provides TMWA with administrative and troubleshooting expertise across a range of systems. The incumbent will work with modern technologies including virtualization, data preservation, disaster recovery, server infrastructure, and much more.

This position is responsible for the planning, installation, maintenance, and management of all TMWA computer systems. The Systems Analyst is required to research and evaluate both existing and new technologies and recommend the purchasing of computer infrastructure that will improve business productivity and satisfy business needs. The incumbent is also responsible for implementing industry best practices in system design, maintenance, and security across the enterprise.

Career Progression Note: TMWA employs Systems Analysts across multiple levels, including Associate, Staff, Senior, and Principal. Progression between these titles is not automatic nor guaranteed and is based on business need.

ESSENTIAL FUNCTIONS

  • Manage and maintain major computer systems in the environment.
  • Continually monitor and optimize the performance of Business Systems infrastructure.
  • Develop and implement new technologies for use in the organization.
  • Help staff overcome unique and challenging technology issues.
  • Support major computer system environments, including but not limited to Microsoft and Unix/Linux operating systems.
  • Maintain information systems infrastructure in accordance with the utility's policies and objectives.
  • Determine the utility's strategic and operational computer system needs and appropriate hardware and software acquisitions to fulfill business objectives.
  • Support of clouding environments and services offered by major cloud infrastructure providers, such as Microsoft, Amazon, Google, IBM, and Oracle.
  • Plan, design, and analyze user requests and requirements for the development, implementation, utilization, and support of multiple computer systems (including testing, debugging, and working with application vendors to install updates and patches).
  • Monitor system performance across the enterprise to ensure proper functioning and the implementation of security practices.
  • Identify existing or potential problems and recommend appropriate solutions; research and recommend the implementation of new information systems technologies.
  • Provide support to end users on a variety of computer-related issues, tracking and monitoring issues to ensure timely resolution.
  • Develop, Document, and Revise system design procedures, testing and troubleshooting procedures, quality standards, and general usage parameters.
  • Document computer system problems and resolutions for future reference, and maintain documentation regarding hardware and software inventories, site/server licensing, and user access security.
  • Work with other IT professionals in the design, evaluation, testing, and maintenance of information systems.
  • Work with pertinent vendors to resolve complex information technology problems.
MINIMUM REQUIREMENTS
Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the minimum requirements is:

Education & Training: A Bachelor's degree in Computer Science, Information Technology or related field.
(A combination of years of experience, training certifications, and educational courses taken may also be considered in lieu of a formal degree).

Experience:  
The Systems Analyst requires extensive experience in systems administration, data center operations and computer operating systems. Minimum of 4 years of relevant professional experience in the field (required for the Staff level). Working knowledge of VMware technology is desired.

Other combinations of education/experience may be considered.

Essential Technical Experience:
Candidates should possess a security and resiliency focused mindset and have experience in/knowledge of:

  • Microsoft hybrid cloud environments with intermediate to advanced knowledge of Microsoft Entra, Defender suite, Intune, and PowerShell scripting.
  • Windows operating systems deployment using Microsoft Deployment Toolkit, Microsoft Configuration Manager, OSDCloud or Full Flash Deployment.
  • Hardening Windows operating systems using application control technologies (such as Defender Application Control/App Control for Business or Applocker) and Windows Firewall.
  • Implementing and managing Public Key Infrastructure (PKI).
  • Knowledge of modern authentication protocols (SAML, OpenID Connect, OAuth 2.0) and strengthening authentication with phish resistant factors.
  • Proficient working knowledge of data communication networking concepts and technology, including routing, switching, firewall systems, storage concepts, and the ability to troubleshoot those technologies.
  • Familiar working in an IT environment that conforms to Microsoft’s Tiered Administrative Model/Cybersecurity Reference Architecture for protecting privileged access & the concepts of Privileged Access Workstations.

Desired Skills (Bonus Qualifications)

  • Familiarity with Python scripting.
  • System/Security Administration level certifications for Microsoft 365 suite, Azure Cloud, Windows and/or Linux Operating Systems, or Virtualization platforms such as Hyper-V clusters, VMware vSphere, KVM, etc.

CERTIFICATIONS, LICENSURE & SPECIAL REQUIREMENTS

  • A valid Nevada (or California – depending on state of residency) Driver License at time of hire and continuing thereafter and ability to maintain insurability under TMWA’s vehicle insurance policy.
  • System/Security Administration level certifications for Microsoft, Virtualization platforms, or other applicable vendors and technologies.
  • Must have working-level knowledge of the English language including reading, writing, and speaking English.

  • Proficient working knowledge of modern troubleshooting methodologies and techniques to effectively troubleshoot information system problems quickly and efficiently.
  • Proficient working knowledge Computer based server applications including, but not limited to electronic mail and instant messaging, relational databases, system monitoring, active directory domains, virtual machine infrastructure.
  • Proficient working knowledge Computer based user applications including, but not limited to Microsoft Office suite, CAD, GIS, asset management and customer billing systems.
  • Proficient working knowledge of data communication networking concepts and technology including routing, switching, firewall systems, storage concepts and ability to troubleshoot those technologies.
  • SCADA system operation principles, specifically in terms of providing information system support.
  • Maintain system documentation and diagrams describing the logical operations of applications and information systems.
  • Maintain documentation regarding hardware and software inventories, site and/or server licensing, and user access security.
  • Usage and understanding of object-oriented programming languages, as well as client/server applications development processes.
  • Train end users to work with computer information systems.
  • Respond to requests and inquiries from the general public.
  • Knowledge of pertinent federal, state, and local laws, codes, and regulations as they relate to information technologies.
  • Establish and maintain effective working relationships with those contacted in the course of work.
  • Communicate clearly and concisely, both orally and in writing.
