ABOUT THE ORGANIZATION
Truckee Meadows Water Authority (TMWA) is a not-for-profit, community-owned water utility, overseen by elected officials and citizen appointees from Reno, Sparks and Washoe County. TMWA has a highly skilled workforce who ensure the around-the-clock treatment, delivery and availability of high-quality drinking water for more than 400,000 residents of the Truckee Meadows.
We are looking to hire a Database Administrator at the Staff or Senior level, to join our Information Technology Department.
ABOUT THE POSITION
The Database Administrator (DBA) is responsible for planning, coordinating, and administering on-premises and cloud-based databases, including base definition, structure, documentation, long range requirements, operational guidelines and protection. The incumbent recommends and establishes database standards, maintains data integrity and security controls.
The Staff DBA works to provide database and BI support to multiple client groups, including customer service, water resources, operations, and finance while maintaining current applications or developing new applications to meet the needs of Truckee Meadows Water Authority. Incumbents are recognized as having the experience, certifications, and responsibility for making final technical decisions and have influence on the overall outcome of a project or tasks. Staff DBA’s perform under general supervision and guidance.
The Senior DBA differs from the staff level in that incumbents at the senior level perform more complex database and information technology work. Incumbents are recognized as having the experience, certifications, and responsibility for making final technical decisions, manage and coordinate on aspects of an assigned project and have influence on the overall outcome of said project or task. Senior DBA’s perform under general supervision and guidance.
The Principal DBA differs from the senior level in that incumbents perform significantly more complex database and information technology work. Incumbents are recognized as having the highest authority within the work group and fully manage projects including the design, planning, and implementation of programs and procedures while performing under minimal supervision and guidance.
Progression from one position title, level or designation is not automatic nor guaranteed and is based on business need.
Successful candidate will participate on rotating IT Incident/Support On-call schedule that covers nights, weekends, and holidays, additionally to their regular schedule.
ESSENTIAL FUNCTIONS

- Responsible for the installation, configuration and upgrading of Microsoft SQL and Oracle databases.
- Establish database design, testing and implementation processes.
- Implement and maintain database security, i.e., create and maintain users/roles and assign privileges in accordance with IT procedures and policy.
- Create, update, and maintain systems to minimize downtime and risk of data loss.
- Establish performance monitoring criteria and methodology.
- Managing the backup and recovery of databases, including continual restorative testing
- Optimize Windows and Linux operating systems to ensure optimal database performance
- Maintain and improve various custom web applications frontends.
- Monitor and work with Information Systems and IT staff to maximize performance of applications that interface with the database.
- Work with staff to fine tune applications and databases to ensure optimal performance.
- Participate in the setup and installation of production and development of server equipment for database servers.
- Participate in the setup and installation of all computer/computer infrastructure equipment including both physical and logical security for such systems.
- Provide technical troubleshooting and consultation to development and testing teams.
- Interface with vendors for technical support.
- Utilize SOPs, SDLC, work practices and checklists to perform daily work for quality, repeatability, and efficiency.
- Create and update processes (SOPs, work practices and checklists) that require action.
- Maintain awareness of software product developments and trends in technology and determine if and how they can be used to enhance operations or productivity at TMWA.
- Assist with meeting budget guidelines.
- Meet service level agreements.
- Participate in product development process by providing feedback on customer support and deployment.
- Support BI initiatives.
- Participate in the IT On-Call rotation to provide technical support for any IT issue or incident that occurs after hours.

MINIMUM REQUIREMENTS
Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the minimum requirements is:
Experience: Two (2) to ten (10) years (depending on the level of DBA work performed) of increasingly responsible experience database administration, computer programming, and system design.
Education & Training: Bachelor or Master Degree(s) in IT, MIS, Computer Science or related field is recommended.
An equivalent combination of education and experience that is determined to be directly related to the foregoing specific requirements may be substituted.
Must have working-level knowledge of the English language including reading, writing, and speaking English.
CERTIFICATIONS, LICENSURE & SPECIAL REQUIREMENTS
Professional certifications demonstrating proficiency in database administration and or web development are desirable for this position. Some examples of these certifications are listed below:
- Microsoft Certified: Database Administrator Associate
- Azure Database Administrator Associate
- Azure Data Fundamentals
- Oracle Database SQL Certified Associate
A valid Nevada (or California – depending on state of residency) Driver License at time of hire and continuing thereafter and ability to maintain insurability under TMWA’s vehicle insurance policy.
Employment is contingent upon successful completion of a background investigation during hire and periodically thereafter during employment.
This position is considered a safety sensitive position and employment is contingent upon the results of drug and/or alcohol testing which includes screening for marijuana. KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of:
- Relational database design, data query, and formatting languages such as SQL and T-SQL, and data access such as ODBC.
- Microsoft cloud-based data and BI tools, including, but not limited to: Fabric, Data Lake Storage, Data Factories, Dataflows, Data Pipelines, Workspaces and Connections.
- Client/server technologies, distributed computing concepts, application development methodologies, and networking concepts.
- Programming languages and frameworks such as C#, .NET, SQL, Python and R and with data management tools such as Microsoft SQL Server, Azure Synapse and Power BI.
Skill/Ability to:
- Skill with relational database systems, concepts, and technologies (MS SQL and Oracle).
- Direct experience with managing and maintaining Microsoft SQL.
- Ability to learn or possess skills in open-source databases or any other database technology that may be incorporated into the environment.
- Develop conceptual and logical database designs including entity relationship diagrams, relational schemas, and data dictionaries.
- Create functional requirements from client input and develop them into written technical design specifications and select appropriate technical methodologies to meet project objectives.
- Multitask to handle a variety of assignments with multiple interruptions.
- Work effectively and meet deadlines in a dynamic environment subject to changing priorities.
