Truckee Meadows Water Authority (TMWA) is a not-for-profit, community-owned water utility, overseen by elected officials and citizen appointees from Reno, Sparks and Washoe County. TMWA has a highly skilled workforce who ensure the around-the-clock treatment, delivery and availability of high-quality drinking water for more than 400,000 residents of the Truckee Meadows.

We are looking to hire an Engineering Manager, to join our Engineering Department.


Under general direction, the engineering manager plans, organizes, manages, directs, and supervises the activities and implementation of assigned engineering services and programs in the areas of new business, system planning, asset management, design, construction, and or facility planning. The engineering manager may be a single or multiple incumbent position in which work activities and management responsibilities will generally fall into one of two major focus areas (1. design and construction or 2. new business and system planning). The incumbent(s) manages professional engineering staff providing overall leadership, supervision, and direction.

The Engineering Manager works closely with the Department Director in identifying and scheduling work priorities and in developing strategic direction for engineering activities related to assigned area of responsibility. The work requires both broad technical knowledge and independent judgements in both the methods and prioritization of work and projects. Assists in preparation of annual and long-range capital improvement and departmental plans including assessment of existing facilities, establishing priorities for rehabilitation and replacement, and developing budget requirements. Responsible for creating, developing, and establishing the strategic goals, policies and procedures that lead to implementation and optimization of systems and technologies to increase efficiency and productivity and meeting TMWA’s overall vision and business objectives.

This position may represent the department to the TMWA Board of Directors when needed.

Examples of General Duties:
• Establishes and maintains work standards for quality and quantity of work within area of responsibility; with an emphasis on providing exceptional customer service, enhancing inter and intradepartmental teamwork; challenges and inspires staff to achieve business results; develops and recommends improvements to workflow and internal procedures.
• Interviews, hires, plans, organizes, supervises, and evaluates the performance of assigned staff; establishes performance requirements and personal development targets; regularly monitors performance and provides coaching for performance improvement and development; takes disciplinary action, up to and including termination to address performance deficiencies in accordance with TMWA’s Administrative Instructions; provides leadership to staff to meet prescribed goals and objectives.
• Challenges and inspires staff to achieve business results; provides an environment for open communications between operations, maintenance, water resources, engineering, and other departments as required.
• Provides input, advice, direction, and technical support to direct reports, as well as to other areas, and assists in solving complex engineering problems and develops appropriate corrective actions.
• Plans, assigns, reviews, and evaluates the work of consulting engineering firms responsible for the review and approval of civil designs for the construction of new or modified water system distribution facilities built and dedicated by developers.
• Prepares formal engineering reports; makes presentations to the TMWA Board of Directors; and professionally represents TMWA before regulatory and permitting agencies and the public.
• Reviews and approves the work of engineering staff and ensure water facility planning design criteria are prepared in compliance with all applicable federal, state, and local laws and regulations. Work closely with District and State Health regulators and work through issues with Health Authority management toward successful resolution as required.
• Collaborates with other departments to coordinate their assigned responsibilities on engineering and operations projects and issues.
• Represents TMWA at meetings, hearings, and conferences with other utilities, governmental agencies, consultants, trade and professional groups, contractors, vendors, developers, property owners, technical associations, and homeowner associations.
• Execute capital improvement plans and ensure water facility designs are prepared in compliance will all applicable federal, state, and local laws and regulations; tracks capital expenditures and maintains capital budgets.
New Business and Planning Focus:
• Provides leadership and direction of the New Business processes and procedures.
• Develops and implements design standards, quality control processes and construction management procedures to provide a consistently high-quality engineering product, meeting or exceeding TMWA, regulatory and industry standards, that results in efficiently operated and maintainable water system facilities constructed and dedicated by Developers and other new business applicants.
• Prepares correspondence on technical engineering issues; revises design and construction standards to improve methods, procedures and practices; makes expert interpretations of applicable laws, regulations, policies and design standards.
• Plans and directs system planning activities for variety of distribution system expansion, improvement and maintenance projects including the preparation of planning memorandums and facility master plans.
• Provides technical support to the Operations and Maintenance Departments including troubleshooting system operations and operational efficiencies.
Construction & Design Focus:
• Directs and oversees the permitting, design and construction of capital projects including turning completed facilities over to Operations and insuring GIS mapping of record drawings.
• Provides leadership and direction for the street and highway program insuring TMWA participation in regularly scheduled coordination meetings with agencies; identification and evaluation of the impact of road work and other utility work on existing or proposed water distribution system facilities; and the relocation and/or replacement of impacted water distribution facilities.
• Provide leadership and direction of TMWA bidding processes and procedures and in administration of contracts including negotiation of contract provisions, agreements, change orders and resolution of claims.
• Executes capital improvement plans and ensures that water supply, treatment, and distribution improvement projects are completed on schedule and within budget.
• Plans and directs project management activities for a variety of distribution system expansion, improvement and maintenance projects, including the preparation of plans, specifications, designs, estimates and schedules.
• Provides technical support to the Operations and Maintenance Departments including design, bidding and construction of major maintenance related projects.


Any combination of training and experience that would provide the required knowledge, skills and abilities is qualifying. A typical way to obtain the required qualifications would be:


Ten (10) years of increasingly responsible experience involving professional civil engineering work in the design of water system facilities; operation of water distribution systems; modeling and analysis of water distribution systems; construction management of water projects; or a closely related field.
• Four (4) years of experience in an engineering supervisory or department managerial role is highly desired. Demonstrated ability to lead project teams and to plan, organize and direct all aspects of complex engineering projects.

Education & Training:

Bachelors degree in civil engineering or a closely related field is required.

Must have working-level knowledge of the English language including reading, writing, and speaking English.


  • A valid Nevada (or California – depending on state of residency) driver’s license at the time of hire and continuing thereafter.
  • A Civil or Mechanical Professional Engineering license is required. Must obtain State of Nevada Civil or Mechanical Professional Engineering registration within six months.
  • State of Nevada Grade IV Water Treatment and Water Distribution Operator certifications are desired.

Employment is contingent upon successful completion of a background investigation during hire and periodically thereafter during employment.

Principles and practices of civil engineering, hydraulics and construction and methods applicable to water utilities; water treatment, groundwater, and distribution systems including their design, construction and maintenance; principles and practices of environmental controls and related regulatory processes; principles and practices of civil/mechanical drafting, GIS mapping and computer aided design; principles and practices of facility planning and budgeting procedures and techniques characteristic of utility operations; principles and practices of leadership, motivation, team building and conflict resolution; principles and practices of pertinent local, state and federal laws pertaining to the work, rules and regulations; principles and practices of organizational analysis and management; principles and practices of supervision, training and personnel management; modern office procedures and computer equipment. Administrative principles and practices, including goal setting, project management, and program development, implementation, and analysis; principles and practices of effective communication, management, and supervision; methods, practices, tools, and equipment common to the construction and hydroelectric trades; safety regulations, safe work practices and safety equipment related to the work; principles of labor relations; standard office practices and procedures, including computer applications related to the work.
